Ontario's OINP overhaul: the new Ontario Workforce Priority Stream

In 2026, Ontario closed all nine of its previous OINP streams and launched a single, employer-led pathway — the Ontario Workforce Priority Stream (OWPS). If Ontario is part of your immigration plan, this changes how you get there.

What changed

The Ontario Immigrant Nominee Program previously ran nine categories — Foreign Worker, International Student, In-Demand Skills, Master's and PhD Graduate streams among them. Under the 2026 redesign, those categories closed on May 30, 2026, and the pathway for candidates with Ontario job offers was consolidated into the new OWPS. New Expression of Interest (EOI) registrations run through the new system as of August 2026.

The biggest structural shift: the process is now employer-led. The employer must first register the job offer in the Employer Portal, and the worker then uses the resulting Job Offer ID to register an EOI.

Three pathways

Pathway	Who it's for
TEER 0–3 Pathway	Candidates with job offers in managerial, professional or skilled occupations (NOC TEER 0–3). An Express Entry–linked (Enhanced) option can carry a 600-point CRS award
TEER 4–5 Pathway	Candidates with job offers in TEER 4–5 occupations — with additional requirements including work history with the offering employer
Self-employed Physician	A separate route for self-employed physicians

Selection runs on a 130-point EOI scoring system, with points across occupation, experience, language, education and region.

⏱ Deadlines to know Once the employer submits the job offer, the worker has 30 days to register the EOI. After an invitation, the employer has 14 days to apply for approval of the employment position, and the worker has 17 days to submit the application. These windows are short — documents should be ready before the invitation arrives.

Who's affected

Anyone who was planning a provincial nomination through an Ontario job offer should reassess against the new criteria — documents and strategies prepared for the old categories may not carry over. For employers, the eligibility requirements (years in operation, revenue, full-time staff) and the Employer Portal process now deserve early preparation.
